A Light Within a Long Dark Tunnel

Yesterday Kyrgyzstan's Parliment approved the new Family Code that could lead to the lifting of the moratorium on international adoption.  The new Family Code now needs to be signed by the president.  In order for the 65 waiting cases to proceed an MOU (Memorandum Of Understanding) which was suggested by Kyrgyzstan and written by the US needs to be signed by the proper ministries in Krygyzstan.  As we understand it this MOU was presented to them by hand last week.

Kyrgyzstan's parliament approved in three readings amendments to the Family Code. This decision was made today at a meeting of the Jogorku Kenesh.
According to chairman of Committee on Health, Social Policy, Labour and Migration Jogorku Kenesh Damir Niyazalievoy, a document designed to streamline the procedures for adoption of children by foreign citizens of Kyrgyz nationals.
"It is proposed at the joint request of parents until the child reaches 16 years of civil registry offices are able to produce a change of name, middle name and surname to the surname of the other parent. So now it can be done without prior permission from the department to support families and children. At the same time with the right of governments to determine the order of placing children for adoption by citizens of KR, resident outside the Republic, foreign citizens, as well as to monitor the living conditions and upbringing of children in adoptive families ", - she said.
In addition, the Head of the Committee, article 172 of the Family Code provides except compulsory participation in the trial of parents and participation of the prosecutor.
In the end, without discussing the bill was approved on second and third readings.
